Consortium for Educational Communication (CEC) annually organizes Educational FilmFestival to nurture, encourage and recognize the excellence in educational video program production in its Media Centres, other educational institutions, individual producers / directors and media houses in the country. The journey started in the year 1997 and since then the journey continues. The Festival is open for national and international participation wherein Universities, Academic Institutions, Educational Institutions, Private Institutions and individual producers / directors of educational programs within and outside the country may send their entries.

About the Competition

Entries are invited for Film(s) in prescribed format from individuals, media houses, mass communication institutions, & media institutions for 26th CEC-UGC Educational Film Festival. The Film(s)/ Documentary(ies) should have been produced either in Hindi or English and in case it being in other language it should be subtitled in English. 

• Only one entry is permissible in each category
• The entries should accompany filled in prescribed Entry Form along with the relevant Annexures
• Last date for receiving Entries: 21st November, 2024
• Trophy/Memento & Certificate: Along with the prize money, a Trophy and a Certificate of Excellence shall be given to all the award winners. Programs found worthy of screening by the jury would be given Certificate of Screening only.

Innovative ICT Mediated Learning

• Innovative Lecture Award (Academician): Rs.50,000/-
• Best MOOCs Award: Rs.50,000/-

Technical Excellence

• Best Research Award: Rs.25,000/-
• Best Script Writing Award: Rs.25,000/-
• Best Cinematography Award: Rs.25,000/-
• Best Editing Award: Rs.25,000/-
• Best Sound Design Award: Rs.25,000/-
• Best Visual Effects and Animation Award: Rs.25,000/-

Amateur Video Production of the Year

• Best Amateur Video Production of the Year by students studying in Mass Communication, Journalism, Film/TV and allied professional courses in an Indian Educational Institution): Rs.25,000/-

Exclusively for UGC-CEC Media Centres

• Best Program of the Year: Rs.50,000/-

If the entries are send through post, the envelop should be inscribed in bold “Entry for 26th CEC-UGC Educational Film Festival”and the category of the entry.

Declaration of Result: List of Awarded/Selected entries shall be uploaded on CEC Website, https://cec.nic.in and conveyed to all the winners through email.

General Conditions for Entry in all Categories:

• a) All categories of the Festival (except Category “E”) are open for the EMRCs, Film/TV Institutes, Universities/ Educational Institutions and individual educational program producers in India and abroad. Category “E” is exclusively for UGC-CEC Media Centres.
• b) Entry(ies) for Category (D-1)should be forwarded by the Department /Institution Head.
• c) The program should have been produced between 1st January, 2023 and 31st December, 2023.
• d) One contestant cannot send two programs / entries in one category. However, one program / entry, if suitable, can be sent for multiple categories, using separate entry forms for each category.
• e) If more than one program is announced winner in a category, prize money of that category shall be divided equally between the producers of winning programs. However, the Trophy and Certificate shall be given to all the winners.
• f) Apart from the selection of Award-winning programs, 3 to 4 programs, in each category, may be selected worthy of screening during the Award Ceremony of the Festival and the producers / directors of those programs will be awarded Certificate of Screening.
• g) The duration of the program (except category A-2) should be in the range of 05 minutes to 30 minutes. Category A-2 which is Best Short Film Award should not exceed beyond 5 minutes.
• h) Programs should be either in English or in Hindi. Programs in other languages may either be dubbed or sub-titled in English.
• i) The entry(ies) should be sent in professional / broadcast medium, i.e. .MOV or .AVI format with resolution of 720 x 576 (Standard Definition [SD]) or 1920 x 1080 (High Definition (HD)]. One can also upload entries through Google Drive at cecvideocomp[at]gmail[dot]com
• j) In case of category (B-1), (B-2), (C-1) & (C-2), the entry(ies) should be additionally accompanied with the Annexures along with the entry form carrying the following details:

(1) Category (B-1) – (Innovative Lecture Award [Academician]): Name of the academician along with the designation and department of university/college should accompany the entry form with Mandatory Annexure I:
(2) Category (B-2) – (Best MOOCs Award) with additional information like the Title, Course Credit, National Coordinator etc. should accompany the entry form with Mandatory Annexure II:
(3) Category (C-1)– (Best Research Award): Research Report – 3 copies, along with tools used for data collection should accompany the entry form with Mandatory Annexure III:
(4) Category (C-2)– (Best Script Writing Award): Production Script – 3 copies copies should accompany the entry form with Mandatory Annexure IV:
k) The award in all categories A(1&2), B(2), D(1) & E(1),except category – B-1 which shall be given to academician, shall be given to the producer(s) / director(s) of the winning program. An institution can also be the producer, whereas awards in category C(1 to 6) shall be given only to the concerned crew/technical member, i.e. Researcher, Script-writer, Cameraman, Editor, Sound Technician, Graphic Artist / Animator.
l) In case of any violation regarding copyright/intellectual property law/other law, if reported, at any stage of the festival or even later, the winner shall be held liable for any legal consequences and have to return the cash prize, trophy and certificate and will be debarred from participating in future Festivals of CEC. In case of any violation in terms of production year defined, entries will be rejected out rightly. Such production agencies, producers shall be debarred from participating in any of the CEC festivals for two years.
m) The award winning entries shall be retained in CEC Library for academic purpose. The DVDs/Pen Drives of rest of the entries shall be available for collection within one month of the organizing of Award Ceremony.
n) CEC reserves the right to reject any entry on technical or any other ground without assigning any reason/explanation.
o) The Awardees will be invited to participate in the Award Ceremony and will be given to-and-fro air-fare (economy class) to the producers/directors whose films are selected for award / screening, subject to the production of original tickets and valid boarding passes. Invited participants shall also be provided hospitality as per CEC-UGC norms. In case winning program is produced by more than one producer, only one producer will be invited to attend the ceremony.
p) It will be appreciated that the organization(s) send the individual(s) who are award winner(s) to attend the award ceremony.

Jury Screening

• a) A Jury of eminence will judge the entries.
• b) All the awardees and participants will be informed about the results of the Festival and the same will also be uploaded on CEC website.
• c) The Festival will consist of a Jury screening followed by screening of winning programs during the Award Ceremony.

Documents to be enclosed with Entry Form:

• Entry form duly filled in (Please use separate form for each entry and mandatory annexures as mentioned in point J)
• Program DVD / Pen Drive / Upload softcopy to festival email id through Google Drive (for preview purpose)
• Producer’s or Director’s Brief Bio-Data with Photograph
• Synopsis of the program (maximum 150 words)
• 2 – 3 still photographs of the program(s) being entered in the Festival.
